Senate Bills 2 & 132 were signed into law April 30, 2015. Senate Bill 2 gives Georgia public schools and communities the option to provide a dual pathway for students who have completed 9th and 10th grades and have met admissions requirements for an accredited postsecondary institution to earn not only a Georgia High School Diploma, but also to complete one of the following:  1) Technical College Diploma Program, 2) two Technical College Certificate Programs, or 3) an Associate’s Degree. Senate Bill 132 also addresses dual enrollment, combining all of Georgia’s existing dual enrollment programs into one – “Move On When Ready” (MOWR). Among other things, the law simplifies the process for students to simultaneously earn high school and college credit, as well as the funding formula.

In Summer 2017, Governor Nathan Deal changed the name of Georgia's Dual Enrollment Program BACK to "Dual Enrollment" due to confusion around the MOWR name.
